the project specific preferences property page contained only plugin compiler (manifest compiler), while the schema and feature compiler settings are available in the workspace-wide settings. remove this restriction and open up all the compiler settings for project-specific settings too. Fixes: eclipse-pde#464

While project specific settings are available for Plug-in Manifest Compiler, this is not possible for schema and feature compilers through Preferences UI.
I plan to work on this sometime next month.
