Project specific settings not available for schema and feature compilers #464

While project specific settings are available for Plug-in Manifest Compiler, this is not possible for schema and feature compilers through Preferences UI.

I plan to work on this sometime next month.

the project specific preferences property page contained only
plugin compiler (manifest compiler), while the schema and feature
compiler settings are available in the workspace-wide settings.
remove this restriction and open up all the compiler settings
for project-specific settings too.
