Deprecated since 2015, scheduled for removal since 2019 and not used since Eclipse 3.1 (year 2005!!!). See https://bugs.eclipse.org/bugs/show_bug.cgi?id=544309 for the scheduling for removal bug.
As there is minor version bump for API removal it's perfect time to do the Java 17 move as this release is planned to move to it.
Now that bundle requires Java 17.
Not every case converted but a good first chunk is done.
