Bug Description:

Theia Blueprint's welcome page appears every time I restart the application, even if the preference Show Welcome page after every start of the application is checked off.

Demo:
blueprint welcome page bug

Steps to Reproduce:

  1. Start Blueprint
  2. Uncheck the preference Show Welcome page after every start of the application
  3. Close Blueprint
  4. Reopen it
  5. The Welcome Page reopens even if the preference is checked off
