cmake build does not use standard directories #1049

In CMakeLists.txt, the path for SYSCONFDIR and MANDIR are open-coded with logic that is not portable. cmake has support for knowing where things go, and the way to use it is
include(GNUInstallDirs)
and then e.g.
set (MANDIR ${CMAKE_INSTALL_MANDIR})
