As a smith I need to bump to Eclipse Oxygen. At the moment, N4JS IDE is still based on Eclipse Neon. In this task

  • update N4JS targetplatform to use Eclipse Oxygen
  • update build system accordingly
  • update spec

Acceptance Criteria

  • N4JS IDE is bases on Eclipse Oxygen
  • spec is updated

When switching to Oxygen, we should also test running the IDE with Java 9.
