consolidate line endings (trac #143)

We use different line ending schemes for the tests and for the code (LF vs. native), furthermore we have some parts which need CRLF (MSVC projects, vissim networks?). We should document this in some coding style and posssibly even set up cron jobs checking (enforcing?) the settings.
