after #2162 is fixed, most intersections should be safe. It's hard to come up with an example where the auto-generated plan has less right-on-red conflicts than a custom plan.

  • @namdre changed milestone from "0.26.0" to "1.0.0"
  • @namdre changed priority from "major" to "minor"
