departSpeed max should respect approached junction (trac #2486)

currently the insertion fails because the vehicle may not be able to brake. see relevant folder in Bugreports and also #2024

The test does not give errors concerning departSpeed anymore also there are tests in sumo/spec/departure/departSpeed/speed_max__laneEnd/ which cover the case
