  1. feat(metadata)!: remove Notifications config 

    BREAKING CHANGE: Removed the 'Notifications' config and
'Clients.support-notifications' dependency

in EdgeX 3.0, metadata will leverage device system events to replace
the original device change notifications

closes #4316
