Prep Guide tasks for work during events

In order for theses tasks to be started at an event we need to provide more detail in the issues.

I'm proposing the following system and will update the contributing guidelines to reflect:

1. all requests/ideas for guides have the guide tag
2. all guides that have a full description and are 'ready for work' have a ready-for-work tag
3. we add an ISSUE_TEMPLATE.md
   with the following:
