This PR adds VS 2013 support and parallel projects.
This PR feels a bit messy in terms of trying to keep parallel support for different versions of Visual Studio in place. Perhaps creating a 1.0 release so an update to framework, F# version, etc can be more easily managed? I'm also wondering if there are any plans to continue development on this project?
