We use the package django-oauth-toolkit in edx/edx-platform and edx/video-encode-manager. It hasn't yet added support for Django3.2. Please follow the guidance in https://openedx.atlassian.net/wiki/spaces/AC/pages/3036972032/Handling+Outdated+Dependencies to resolve the problem this poses for the Open edX Django 3.2 upgrade.

I'm not sure what this means, but according to the django-oath-toolkit changelog, support for django 3.2 has been merged but not yet released.

That's a common enough scenario that I just added an entry to https://openedx.atlassian.net/wiki/spaces/AC/pages/3036972032/Handling+Outdated+Dependencies for it, as the first item in the list. A polite request if there are any blockers to making a new release with the already-merged changes usually gets a relatively prompt response.
