The 1919-07-01 Soviet transition was at 00:00 UT

These transitions to UT-based time were at 00:00 UT, not at 02:00
local time.  (Thanks to Alexander Belopolsky.)
* NEWS: Document this.
* europe (Russia, Europe/Moscow, Europe/Kirov, Europe/Samara)
(Europe/Ulyanovsk): Implement this.
