Add disabled state for buttons

When a button component has the disabled attribute it will have a :disabled pseudo-class which may be styled so that:

• Existing :hover and :focus pseudo-classes do not alter the background color
• The cursor is set to not-allowed as an additional cue
• May potentially take a muted class which provides a subdued color treatment
