[ADD] CACHE_ENABLED ENV to Dockerfile [skip-ci] #467

Changes

adds ENV CACHE_ENABLED="true" to Dockerfile

even if it may be be possible to overwrite --cache.enabled=true without that ENV during docker start up. That way it is documented so that a user of this Dockerfile is aware of what can be overwritten.
