For context: #630

Currently client settings (for the webui) are stored per user. There is a need to have this per collective instead. Not sure how I would solve this right now. Possibly there could be a flag in the user settings that tells the server to always return the collective settings instead….

Client settings can be stored at the user and and the collective. The
settings used in the application are merged from these two settings,
where any user setting takes precedence. The form can now manage both
variants.
