Matches of length 1 are useful to allow encoding further repeated matches using the same distance. Using the elias-gamma code for the maximum possible length makes sure the resulting file is never bigger than without this extension. This closes einar-saukas#17.
This allows decompressing files compressed with the matching `-l` option.
