Starting up complains about rsync not found when doing vagrant up:

"rsync" could not be found on your PATH. Make sure that rsync
is properly installed on your system and available on the PATH.

hashicorp/vagrant#6154 "Of course, there is still the question of why they create an image that uses rsync by default and then not include rsync in the image..."
