I have been successfully been able to open the mobile offline version on Android using Opera by opening the index.html file from the file manager. However, when I try the same thing in Chrome, it says "Access to the file was denied". I don't have a problem using Opera but it would nice to use Chrome since it's the default browser on Android. I'm running the latest version of Android (4.3 Jellybean) and Chrome version 28.0.1500.94

I've had similar issues with different browsers on my phone in which i've installed Cyanogenmod. Then after an upgrade everything seems to work again for most browsers. I can't find a pattern to this and updates are coming out too frequent for me to look into this unfortunately. Maybe some one else can offer some tips?

Chrome for mobile generally doesn't allow opening local files as a security feature. You could use an app like this to get around it: https://play.google.com/store/apps/details?id=ru.gelin.android.browser.open&hl=en and then make a shortcut to the file itself for quick access.
