This is release 29 of sconfig which supports the Scala line of products.

Highlights 💥

• Drop Scala 2.11 so minor version changes
• Update for Scala, Scala.js, and Scala Native
• Allow scaladoc 3 generation
• Compiled with Scala 3.2.0, 2.13.8, and 2.12.17
