  1. Allow StackCollection.DeleteStackByName() to succeed 

    `StackCollection.DeleteStackBySpec(*Stack)` only deletes the stack if
its tags match the clustername. For that reason we not only need to pass
in the `StackName` and `StackId` but also `Tags`.
