A release to get a number of improvements out, in particular to release the @apollo/server@4 support so an external user can try it out. Targetting Wednesday, but fine if it ends up being a bit later.

Highlights

• New instrumentations, or for new major versions of modules: @apollo/server@4, @aws-sdk/client-s3, mysql2@3. Two of these were externally contributed, which is great.
• (Experimental) OpenTelemetry Metrics API and SDK support. See https://www.elastic.co/guide/en/apm/agent/nodejs/master/opentelemetry-bridge.html#otel-metrics-api
• Improvements in Lambda instrumentation so an APM transaction is reported to APM server for Lambdas that crash or timeout.

• merge test: workaround SQS test failures with aws-sdk >=2.1372.0 but not testing latest aws-sdk versions for now #3335 for tests being able to pass
• perhaps sort out the recent TAV test failure with next -> this is an ongoing flaky test failure
