[APM] Show update message in APM UI when running a standalone apm-server

Describe the feature: In version 8.x, show a deprecation notice when the apm-server is running in standalone mode.

Describe a specific use case for the feature: At some point during 8.x, apm-server in standalone mode will be deprecated. Users should be informed to migrate to managed mode.

I've been reminded that the deprecation has been pushed back; I've changed the version to 8.1 for now, but that may change also.

No actually, @cauemarcondes is referencing the warning in the Kibana Upgrade assistant. I think we should highlight how users can switch to APM Integration and let them know they are on a standalone legacy APM Server directly from the APM UI.

We already explored some messaging and options back when we did the migration flows. The messaging will need to change, but the placements and possibly pushing the upgrade in the top menu with a button like it's described below.

We discussed this in our product design sync and decided that we need to ensure the messaging and timing of this aligns with the overall strategy of the APM server standalone deprecation. cc @chrisdistasio This is moved to the backlog for moment
