Display Elastic Agent tags as "labels" in the Fleet UI.

Label data should come from the .fleet-agents index, references as tags in the Agent enrollment process.

  • Display labels as a column in the table
  • Cap the number of displayed labels at 3, with truncation logic such that appends "+ N more" when there is overflow
  • Hovering an overflowing column of labels should display the full set of labels in an EuiTooltip e.g
