When you share a link, it shouldn't use a relative time from the time picker, but rather the fixed start and end time in the current view.
In sharing a link, you may want to return to it at a later date, or the person you're sharing with it may not be able to look at it immediately. It should "freeze" the view.
Saving the relative time makes sense for saving dashboards, etc, but less so for sharing temp links.
