Ability to create a filter from a lat/long.

Describe the feature:
From the map "Go To" toolbar or from "Tools" we should have the ability to create a filter from a known location.

Describe a specific use case for the feature:
Currently to create a filter for a location you have to zoom in on that location then draw the filter. It would be more accessible to enter the location in the "Go To" then draw the radius, or enter the radius in a form.

Say you want to find out how may ubers dropped people off at various tourist locations around the world
You have a spread sheet with the locations

I know the Louvre is somewhere in Paris but don't know exactly where to mouse in. There is no easy way in the UI to create a filter that specific location. Propose extending the Go To or Tools to allow input of a location for filter creation.
