[Cloud Security] Detection rules tracker in rule flyout

We would like to have the detection rules tracker in the rules flyout, from a quick research it looks like the detections rules do not use findings information so it should be doable from the rules flyout without the findigns context as well.

@einatjacoby could you add the design for that?

So I had a discussion with @opauloh , after a closer inspection this task doesnt seem to be that hard after all, we should be able to include both task in this ticket
