Background

We want to utilize the EuiTooltip component from EUI, so we do not rely on browser based alt or title tags, because these are unreliable across platforms; both in the way they act, in the way they treat accessibility features and their styles vary quite a bit.

We're currently using a mix between title tags for showing full text for truncated values and in some places using the PivotalTracker UI tooltip which is available through Kibana.
