[OBX-UX-MNGMT][BUG] Creating a rule from Log Explorer with All logs selected show no data in rule creation form

From the Log Explorer, we can create prefilling a Custom Threshold rule. However, the DataView is not prefilled -apparently when the All logs is selected.

@fkanout / @maryam-saeidi when I read the conversation linked in the other PR where this problem was discovered, it sounded like we weren't quite sure what was causing there to be no data in the chart, or that it could be because of the time range selected?

This issue specifically mentions that it's the data view that isn't properly selected, but in the screenshot here it looks like "All logs" is selected. Is this issue description accurate and I'm just misunderstanding something?

We aren't sure if this is consistently reproducible, let's check again and at least determine if this is a consistent bug or a fluke edge case.
