Switch to EUI panels

Around 6.1 or 6.2, a bunch of UI changes were made which introduced quite a bit of padding, both at the dashboard level, and for some visualizations.

We heard a good bit of unhappiness about this change from the community:

• Horizontal input control spacing: 6.2 Introduced excessive padding to Input Controls - wasting valuable screen real estate (and looks horrible as well) #16664
  • Fix needs to come from the input control css, not dashboard.
• Pie chart scaling: Pie chart scaling in 6.1 results in unusable visualizations. #15594
  • fixes pie chart size to normal if labels are not applied #15641 fixed a part of the problem, but did not solve the whole thing. Pie charts are still much smaller in the same size panel then they were before.

To fix that end we'd like to:

• switch to EUI panel components
• re-analyze the padding decisions

Kibana as a whole is undergoing a large UI update, which is incrementally being addressed, but will be entirely finalized by v7.

I wanted to add to this that in #16664 the minimum width of the input controls is not CSS, but is actually hard coded in the javascript of the visualization. I just checked this in 6.3 and it is still the case. Also, the issue was not only about the width, but also the padding. The padding is a CSS issue.
