In the discover page of Kibana, the drop down menu lists all index patterns that are defined in Kibana. The list could be limited to show only index patterns the logged in user has read access to.

In an organization with many indices and many Kibana roles, the dropdown menu in the discover tab becomes cluttered and makes Kibana more difficult to use.

Limiting this dropdown would improve usability and reduce queries to ES since users wouldn't make queries to indices they don't have read access to.

I believe this is addressed by #21408.
