Proposal for Kibana: make filtering headline moveable

Describe the feature:
Regarding dashboards sites could be growing larger (#1547) & (#12560) it will be also helpful to make the headline with search context and filtering moveable (like in Excel).

Describe a specific use case for the feature:
You're at the page ending of an dashboard and want to remove or edit the filter you're searching with.

@erik-gfz Just to clarify, are you referring to how you can freeze/pin rows in Excel so they are fixed to the top of the window as you scroll?

@lukeelmers I wanted to request the feature to pin the filterheadline in Kibana dashboards, like it is solved by MS in Excel :)

I feel that making the unified search bar work as a sticky component solves this issue
