Since the new platform plugins are immutable, there is no need to include them in the optimizer while in production. After this work is complete, it should just be a matter of all plugins migrating over to the new platform to close the log awaited #7322.

  • Exclude new platform plugins from the legacy optimizer in production
  • Ensure dependencies only used by new platform plugins are not included in vendor.dll.
