If you close the sidepanel and then reduce your screen width until the mobile version of kibana is enabled, you completely lose access to the sidebar.

Alternatively we could update the sidebar to support collapsing on mobile, so you could reopen it if that's what you wanted.

This issues hasn't had any attention in over 2 years and we're not explicitly supporting mobile devices with Kibana. Also, a LOT has changed in the Kibana UI in the last 2 years. I'm going to close this. If there's still an issue with current versions of Kibana feel free to reopen and elaborate.
