This is a user request: cf. https://discuss.elastic.co/t/kibana-dashboard-modes-edit-vs-view/57844

When hovering over widgets in the dashboards, pop-ups to edit layout can be distracting.

Consider having a view and edit mode for dashboards. The view-mode would be less distracting.

This seems like a more specific request of an existing ticket around locking of dashboards: #1610

Should be solved when #9431 is implemented - closing as this seems like a duplicate.
