Global Access to URL Templating Variables

Global URL Templating Variable Access

The URL Template Drill Down variables should be globally accessible so that links in the index template or in TSVB item URL's can access the panel context and index template id of the currently open dashboard. This will allow the developer to write code one time and deploy it to many systems. Specifically, the below variable should be accessible. (cannot be pasted into the markdown editor)
