Truncated error messages on rule details, execution results

Description

Long error messages on the rule details page are now truncated. On the Execution results tab, the user can now expand a specific rule execution instance to display longer error messages.

@joepeeples @jmikell821 - following up on your questions in the D&R feature sync earlier this week: this change was release-noted in 8.8.1 as a bug fix (see the summary for elastic/kibana#157271). I'm happy to update the summary if it needs to be changed.

I don't see a need for updating the release notes, and this probably won't have much effect on the rest of the docs, either. As discussed in the sync, it's a small quality-of-life change, not a notable new feature.
