原来的Elastic-Job-Lite作业操作API针对性不强，使用起来较为混乱。
原作业操作API：
作业配置修改、作业服务器禁用\启用、作业运行时暂停\恢复、作业触发、作业运行实例关闭、作业服务器删除

新作业操作API：
作业配置修改\删除、作业服务器禁用\启用\删除、作业云心实例触发\关闭以及作业分片项禁用\启用
