Add support for fetching historical data for all French overseas regions #6182

Issue

Currently our historical data parsing doesn't work for all zones.

Description

While looking for something else entirely (capacity data) I found a nice dataset on the main EDF dataportal that has historical data for all the French overseas zones!

Double check

  • I have tested my parser changes locally with poetry run test_parser "zone_key"
  • I have run pnpx prettier --write . and poetry run format to format my changes.
