This PR intends to be a drop-in replacement to switch to CircleCI, and then we should only need to throw a few switches to cut over to CFA releases as well.
@electron/wg-infra will need to set up this repo on CircleCI so that builds can run. I tested and worked out the kinks in the config on my fork: https://app.circleci.com/pipelines/github/dsanders11/node-minidump/5/workflows/bc1af82b-3bae-4b47-b808-71cee44a4977
