The devices list of an user is available only after an undefined while. Once available, the list will be available forever.
Maybe, it becomes available after clicking on the warning triangle sign close to an e2e message.

The downloadKeys method is preferred for better accuracy.
Using downloadKeys will fix element-hq/element-ios#1782.
