https://github.com/vector-im has been renamed to https://github.com/element-hq, and this PR fixes the consequencies, in particular this was brocken:

• some GitHub workflow, like the nightly build.
• some GitHub links without redirection, like team URL and project URL.
  Note: change in CODEOWNER file has been commited separately in 33a2284

Remaining vector-im instance are for codecov and sonar, but they seem to be still fine.

Note for reviewer: first commit is a big replace all and can be ignore, so you may want to review the PR commit per commit.
