Panel Translucency #840

The panel translucency seems to be a hit or miss and it makes the wingpanel text white on a white wallpaper and black on a black wallpaper, it is most apparent when you log in after a sleep or restart the system it just seems to mess the wingpanel.

Transferring to Gala since that’s the component that decides which scheme to use
