It doesn't appear to change the display backlight after any amount of time.

…it appears it does work, it just defaults to 30% brightness, which is higher than what I had my backlight set to. We should probably lower that, or maybe remove this since turning off the display probably makes more sense than just dimming it anyway, and is already configurable?

Yeah after some discussion it doesn't sound like this feature really has any purpose. You might as well turn the display off if you really care about power saving here and this setting may not just do anything at all for many settings
