Placing the s-expressions lisp data file below "etc/" since it's not
an auto-generated file.

Use a sub-directory, which would avoid breakage if we later decide
that we should use wildcards ("tempel/*/*.eld") instead of a single
file.

Placing the s-expressions lisp data file in "etc/tempel-templates.eld" since it's a custom config file.
Just as a note there's also tempel-collection which provides *.eld 'template' files loaded from a directory (defined by
tempel-collection--dir) but apparently they're not 'user-faced'.
