As described here (ember-learn/ember-help-wanted#10), folks will claim an issue. But if there is no progress (i.e. the issue doesn't get resolved / closed) it seems like it would make sense to clean out the "claimant" information.
Denali is still working out details on that here: denali-js/core#58
