fix: remove needless
| nullfromgetExtension.While this may have at some point returned `null`, it no longer ever does, so we can remove it and simplify all uses of its return value.

fix(performance): remove all uses of memoizee
While there may be performance problems from checking the state of the file system, we need to find a way to resolve that which *does not* include memoizing calls for anywhere from 1 to 10 minutes. We may reintroduce some kind of caching later, but for now we need to simply start by iterating on the architecture so that it does less work, especially for large apps, where this will cause extremely uneven and inconsistent performance whenever the *non*-memoized version of the call is invoked.

fix(performance,types): improve layout-helpers types and speed
- Eliminate unnecessary extra array allocations in dealing with lists of project addon completion items. - Make a single pass over those loaded project addon completion items rather than multiple passes. - Remove all uses of `any` from the module: - Correct the import of `walkSync` so Node's types are available - Define a lightweight `PackageInfo` type to represent package.json - Use `CompletionItem` instead of `any` when getting info. -
chore(dependencies): bump TypeScript to 3.6
Updating the compiler version resolves some major performance problems triggered by the Glimmer type definitions. Unfortunately, it also causes some noise due to [glimmerjs/glimmer-vm#946], but that should be fixed in an upcoming release of the `@glimmer/*` packages, and it does not cause internal issues for this package. [glimmerjs/glimmer-vm#946]: glimmerjs/glimmer-vm#946 Also update the tsconfig to target current versions of JavaScript in build and in lib to use.

chore: remove Module Unification support

fix: rework types and implementation of definition-helpers
Improve the performance characteristics of the helpers by eliminating extra memory allocations and iterations, while also clarifying the code. Fix all type definitions and remove all uses of `any`.
