feat: copied and pasted the hook I built while working on a private p…

…roject

This hook wraps the SpeechRecognition browser API, allowing a developer to interface with the API in
simple and easy methods. Extra functonality like matching certain words with regex is also added.
This library serves as building block for more complex speech recognition libraries
