I've revised the workflows to use the latest back-end, which should give more consistent performance, and will also fix #46 , so that R CMD check doesn't report failures in building vignettes for older versions of R in which phangorn is not available. |

use r-lib actions scripts for simplicity, and to handle non-building of vignettes in R3.6.3, which failed because phangorn is no longer available for R <4.1.
