Improve visualisation of actions for "Pending delete" content

When content is in "Pending delete" state it has to be published to be physically deleted. However,
after marking content as "Pending Delete" nothing changes visually except for status, all the same actions are available for pending content and that is confusing for many users.
Do the following:

• Disable all of the toolbar actions when all of the selected items are "Pending delete", except "Publish" and "Undo", both in Content Wizard and Content Grid
• Link the toolbar action with "Undo delete" function from Implement undo of Pending Delete flag #4535
• Hide all actions from context menu for "Pending Delete" content, except "Undo delete"
• In Content Grid when multiple items are selected and pending delete are mixed with regular items, show usual actions
• Rename "Pending Delete" status to "Deleted"
